General Meeting, February 29, 2000

        This meeting was moved from our normal date of  March 8 in order to have a presentation by Sandy Preston, Director of Public Information, McDonald Observatory.  Sandy was visiting in our area from Austin, so we changed the date of our meeting to take advantage of her visit.
        New Astronomy Education Center, McDonald Observatory.  President Bernie Zelazny introduced our speaker, Sandy Preston, at 7:30 PM in 204 ACR Building on the Sul Ross State University Campus.  Sandy gave an excellent computerized slide show on the new Astronomy Education Center under construction at McDonald.  The new facilities will represent an 11,000 sq ft addition to the existing 2,000 sq ft center, and will cost about 5 million dollars.
        There will be 30 individual exhibits in the new center on topics such as spectroscopy and other areas of astronomy.  Telescopes will be available by arrangement for the use of qualified amateurs.  An amateur astronomers' office is being designed.
        The new facilities will be the world's largest astronomy education center.  Parking areas will be expanded, and better rest rooms will be provided. We will all be looking forward to the completion of the new center in the fall of 2001 or winter 2002.

        In the business meeting after the program, the minutes of the previous meeting were accepted as printed in the February 2000 Newsletter.  There were no corrections or additions.

        Outdoor Lighting.  Jim Walker reported that Roland Peña, Alpine Manager of West Texas Utilities, took him and Bill Wren from McDonald Observatory, to McCamey earlier today to discuss our lighting ordinance with WTU's higher management.  We met with Division Manager Mark Baker, Environmental Services Manager John Flood, and McCamey Area Business Manager Paul Evans.  Our meeting was cordial and productive.  We made some small changes in the ordinance, and we now have a draft that we all support. We thank Roland for the time and effort he has spent working with us, and we appreciate the willingness of his management to meet with us.  The next step is to submit the current version of our ordinance to the City.

Lighting Ordinance: The Latest
        Alpine City Manager Doug Lively has designated Director of Development Dave Busey as the person who will see our ordinance through the City Council.  Dave made some changes in consultation with Doug that will strengthen the ordinance, such as limiting the lighting of athletic fields to the time the facilities are actually in use for scheduled events.  Please see the complete copy of the ordinance at http://wwwbrooksdata.net/personal/bbastro/archives/alpine_light_ord.html.
        On March 14, Doug Lively presented the ordinance to the City Council.  He gave a brief history, noting that the Planning and Zoning Board had seen the ordinance last year.  He asked Roland Peña to speak, and Roland did a great job supporting the ordinance.  When Doug asked me if I wanted to speak, I said Roland was doing fine (I will have opportunities to comment later).  Mark Adams and Bill Wren were there, and Bill spoke briefly.  Councilman Frank Yakubanski made some favorable comments (he was one of the people I took on a lighting tour of Alpine last year).  Things went very well at this preliminary stage.
The next step is to hold a public hearing on Tuesday, March 28, at 6:00 PM in the Council Chamber at City Hall.  Please put this date on your calendar and plan to come.  It will be important to show support.
